Overview
New Hampshire regulates falconry through RSA 209-A and Fis 813. Falconry permits expire December 31, valid up to 3 years. Three permit classes exist: Apprentice (age 16+, one raptor, requires sponsor, 20 hours direct supervision annually), General (age 18+, 2 years experience, up to three raptors), and Master (5+ years at General, up to five raptors). All falconers must comply with 50 CFR 21.29. Applicants must pass examination with 80% score (100 questions). Current NH hunting license and applicable stamps/permits required. Nonresidents need home state permit copy and Form 3-186A. Facilities inspected before permit issuance. Permit fees and procedures set by Department.
Apprentice
Requirements for beginning falconers. Typically includes 2 years of apprenticeship, sponsorship by a general or master falconer, and basic housing standards.
General
Requirements for intermediate falconers. Requires at least 2 years as an apprentice and allows for a wider selection of species and multiple birds.
Master
Requirements for advanced falconers. Requires at least 5 years of experience as a general falconer and allows the maximum number of birds and species.
License Information
New Hampshire issues three permit classes valid until December 31, up to 3 years from issuance/renewal. Applications from: NH Fish and Game Department, Wildlife Division, 11 Hazen Drive, Concord NH 03301, Attention: Falconry Permit. Apprentice requires age 16+, sponsor with General or Master permit, 20 hours direct annual supervision by sponsor when practicing falconry, allows one raptor only (American kestrel or red-tailed hawk), no more than one replacement per 12 months. General requires age 18+, 2+ years as apprentice, allows up to three raptors. Master requires 5+ years at General level, allows up to five raptors. Current NH hunting license and applicable stamps/permits required. Nonresidents must present home state permit copy and Migratory Bird Acquisition/Disposition Report Form 3-186A. New residents with valid out-of-state permit may obtain same class NH resident permit. Nonresidents cannot receive higher class NH permit than held elsewhere. Minors under 18 require parent/guardian signature and apprentice sponsor signature/address on application.
Exam Information
New Hampshire requires passing written examination with 80% correct score. Exam consists of 100 questions covering natural history, basic biology, disease and treatment, housing facilities, handling/training/use of raptors, and state/federal laws and regulations. Examination administered by Department or appointed representative. Ensures adequate falconry knowledge before permit issuance.
Housing Requirements
New Hampshire requires facilities to be inspected and certified before permit issuance as meeting federal standards in 50 CFR 21.29. Facilities must provide adequate housing, protection, and care for raptors. All housing must comply with federal requirements for raptor welfare including proper space, perching, environmental protection, and sanitary conditions.
Equipment Requirements
