Overview

Idaho regulates falconry through IDAPA 13.01.14 incorporating federal regulations 50 CFR Parts 21 & 22 with additional state restrictions. Three permit classes exist following federal standards. Falconry defined as capturing, possessing, caring for, transporting, training, and using raptors to hunt wild or artificially propagated birds and animals as recreational sport (not including propagation, breeding, or commercial use). Calendar year defined as January 1 through December 31. Captive-bred raptors are those raised in captivity from eggs laid by captive raptors. All federal regulations have full force and effect as state rules with additional state restrictions applicable to raptors not listed in 50 CFR Part 10.13.

Apprentice

Requirements for beginning falconers. Typically includes 2 years of apprenticeship, sponsorship by a general or master falconer, and basic housing standards.

General

Requirements for intermediate falconers. Requires at least 2 years as an apprentice and allows for a wider selection of species and multiple birds.

Master

Requirements for advanced falconers. Requires at least 5 years of experience as a general falconer and allows the maximum number of birds and species.

License Information

Idaho issues falconry permits following federal regulations in 50 CFR Parts 21 & 22 with additional state restrictions. Three permit classes exist based on federal standards. Permits required for possessing, importing, and selling raptors. Calendar year runs January 1 through December 31 for any reference to twelve-month period, annual, or year within rules and federal regulations. Nonresidents and new US residents subject to specific requirements. Falconry meets permitted under state regulations. All federal regulations incorporated by reference with full force and effect as state rules.

Exam Information

Idaho requires compliance with federal examination requirements in 50 CFR Part 21. Applicants must demonstrate adequate knowledge of falconry practices, raptor biology, care and handling, and applicable laws and regulations before permit issuance. Examination standards follow federal regulations with state oversight.

Housing Requirements

Idaho requires facilities to comply with federal standards in 50 CFR Parts 21 & 22 for raptor housing and care. Department conducts inspections of raptors, facilities, possession, and records. Facilities must provide adequate protection, space, and environmental conditions for raptors possessed. Housing must meet federal requirements with additional state restrictions as applicable.

Equipment Requirements

Idaho requires equipment to comply with federal standards in 50 CFR Parts 21 & 22. Raptor banding and radio transmitters required under specific circumstances. Equipment must be appropriate for the species possessed and suitable for proper raptor care, handling, and welfare. All equipment subject to Department inspection.
