NOT allowed for Apprentice/General (H.1.c.vi, H.2.c.iii). Master only with Department approval (H.3.d). Max 3 eagles total (combined golden, white-tailed, Steller's) (H.3.b.iii). Requires proof of experience handling large raptors and 2 reference letters (H.3.d). All levels: max 2 wild-caught/year. Not native to Arizona - captive-bred or legally transferred only.
